Luhut Pandjaitan – Minister for Maritime Affairs and Investment explains the latest changes to PPKM extension

Regarding the government extended PPKM level 3 and level 4 in Java and Bali. There are a number of rules that have been changed. Coordinating Minister for Maritime Affairs and Investment, Luhut Binsar Pandjaitan, said there were 95 districts/cities that implemented PPKM level 4 in Java-Bali. The implementation of PPKM level 4 applies to districts/cities that have WHO level 4 assessments in Java-Bali.

“A total of 95 regencies and cities have implemented PPKM level 4 in Java-Bali,” said Luhut, in a virtual press conference broadcast on the Presidential Secretariat’s YouTube channel, Sunday (25/7/2021).

Luhut said PPKM levels 3 and 4 were assessed based on three factors, namely indicators of the rate of case transmission, the response of the health system based on guidelines from WHO. As well as the third indicator of the socio-economic conditions of the community.

The following are some of the permits that apply to PPKM level 4 from 26 July to 2 August:

  1. Markets that sell daily basic necessities are allowed to open as usual with strict health protocols, people’s markets that sell other than daily necessities are open to a maximum capacity of 50 percent until 15:00 pm where further arrangements are regulated by the Regional Government.
  2. Street vendors, grocery stores, agents, voucher outlets, barbershops, laundry, hawkers, small workshops, vehicle washers and other similar small businesses are allowed to open with strict health protocols until 21.00 with technical arrangements regulated by the Regional Government.
  3. Food stalls, street vendors (PKL), hawker stalls and the like that have their place of business in an open space are allowed to open with strict health protocols until 20.00 and a maximum meal time for each visitor is 20 minutes. Luhut appealed to visitors not to communicate a lot while eating.
  4. Public transportation, public transportation, mass transportation, conventional and online taxis, and rental vehicles are treated with a maximum capacity setting of 50 percent with strict protocols. Meanwhile, Luhut, who is also the coordinator of PPKM for the Java-Bali region, said that level 3 PPKM will be implemented in 33 districts/cities in Java-Bali. Emergency PPKM level 3 applies to districts/cities that have WHO level 3 assessments in Java-Bali.

The following are the provisions of PPKM level 3 in 33 districts/cities in Java and Bali:

  1. Export-oriented and supporting industries can operate with shift arrangements. Each shift can operate with a maximum capacity of 50 percent.
  2. Markets that sell non-daily necessities can operate with a maximum capacity of 50 percent and operating hours until 17.00 local time.
  3. Street vendors, grocery stores, agents, voucher outlets, barbershops, barbershops, laundry, hawkers, small workshops, vehicle washes, and others are allowed to open by implementing strict health protocols until 20.00 local time.
  4. Food stalls, warteg, street vendors, hawker stalls, and the like are allowed to open with strict health protocols until 20.00 local time with a maximum of 25 percent of visitors of capacity and a maximum meal time of 30 minutes.
  5. Activities at shopping centers, malls, trade centers are opened with a maximum capacity of 25 percent until 17.00 local time.
  6. The implementation of public infrastructure construction activities can operate a maximum of 10 workers.
  7. Places of worship (mosques, prayer rooms, churches, shrines, temples, and pagodas) and other places that function as places of worship can carry out religious worship in congregation during the implementation period of PPKM level 3 with a maximum of 25 percent capacity or 20 people.
  8. Public transportation, mass transportation, conventional and online taxis, rental vehicles are treated with a maximum capacity of 50 percent.
  9. Wedding receptions can be held with a maximum of 20 invitations and do not eat on the spot.

PPKM Level 4-3 Outside Java Bali

Coordinating Minister for the Economy Airlangga Hartarto said there were 45 regencies/cities in 21 provinces that had implemented emergency PPKM level 4 outside Java-Bali. Then the 45 regencies/cities in the 21 provinces have been coordinated with the local regional heads.

Meanwhile, PPKM level 3 outside Java-Bali will be implemented in 276 districts/cities in 21 provinces outside Java-Bali. And PPKM level 2 is implemented in 65 regencies/cities in 17 provinces outside Java-Bali.
