Jakarta — The Directorate General of Sea Transportation at Indonesia’s Ministry of Transportation, together with the UK Government through the UK Partnering for Accelerated Climate Transitions (UK PACT) programme and its implementing partner, the Institute for Natural Resources, Energy, and Environmental Management (IREEM), is accelerating the transition towards a low-carbon maritime ecosystem through the launch of three strategic documents.
The three documents launched are the Maritime Sector Energy Efficiency Guidebook, the Alternative Fuels Study, and the Onshore Power Supply (OPS) Optimisation Study. These documents have been developed as complementary technical instruments, with the energy efficiency guide providing practical references for port and shipping operators.
The alternative fuels study analyses profiles, business models, and transition pathways towards low-carbon fuels, while the OPS study provides recommendations for optimising shore-side electricity supply to reduce the use of diesel auxiliary engines on berthed vessels.
The maritime sector decarbonisation agenda supports Indonesia’s efforts to achieve Net Zero Emissions by 2060. It is also aligned with Minister of Transportation Decree No. KM 8 of 2023 on Climate Change Mitigation Actions in the Transportation Sector, the strengthening of energy efficiency mandates under the National Energy Policy as regulated in Government Regulation No. 40 of 2025, and the International Maritime Organization’s (IMO) maritime decarbonisation targets.
Secretary of the Directorate General of Sea Transportation at the Ministry of Transportation, Lollan Panjaitan, emphasised that, as the regulator for the shipping and port sectors, the Directorate General of Sea Transportation has a strategic role in overseeing the transformation of the national maritime sector towards a more sustainable sea transport system.
“The Directorate General of Sea Transportation plays an important role in shaping Indonesia’s maritime industry. In the context of decarbonisation, this role means ensuring that the national fleet and Indonesian ports continue to move towards green shipping and green ports, not only to comply with regulations, but also to maintain the competitiveness of Indonesian shipping at the global level,” Lollan said, as quoted from the official website of the Directorate General of Sea Transportation.
UK Minister-Counsellor for Development at the British Embassy Jakarta, Peter Rajadiston, said the UK Government is proud to partner with Indonesia’s Ministry of Transportation in accelerating the transition towards a low-carbon maritime ecosystem in Indonesia.
“This initiative highlights the strength of maritime cooperation within the UK–Indonesia Strategic Partnership, as well as our sustainable infrastructure partnership, MELAJU, further underlining our shared commitment to driving green growth and economic resilience for both countries. The guidelines and studies launched today will help strengthen the foundation for evidence-based decision-making and strategic investment, while supporting the development of a more resilient and competitive maritime ecosystem,” he said.
IREEM Executive Director, Arief Yunan, added that the three documents are designed to bridge decarbonisation targets with real implementation in the maritime sector.
“Through more structured guidance based on industry needs, we hope stakeholders will have a stronger foundation to accelerate the adoption of low-carbon solutions. This also serves as an example of how collaboration between government, industry, development partners, and technical institutions can support sustainable maritime transformation,” he said.
The event also included a symbolic signing of a joint commitment between the Ministry of Transportation, PT PELNI (Persero), and PT Pelindo (Persero) to strengthen maritime sector decarbonisation efforts through the implementation of energy efficiency, the use of low-carbon technology, and the development of a more sustainable maritime ecosystem.
